Ownership for Whom?

How does "we will widen the ownership of homes" reconcile with " To pay for them (reductions or elimination of federal taxes on interest, dividends, and capital gains), the administration is considering eliminating the deduction of state and local taxes on federal income tax returns and scrapping the business tax deduction for employer-provided health insurance?"

You take away my state and property tax deductions and I'm not sure I can afford to own my home.
